This is the Alliant Power AP90914, a BorgWarner S300V variable geometry turbocharger for the International DT466 and DT570 built from 2004 to 2008, remanufactured by Alliant Power. It is a complete turbo with the electronic actuator already fitted, and it is the low mount version (S300V110). It replaces BorgWarner 173900, 179030, 473900 and 479030 and Navistar 1842337C91 through C95, 1842582C91 through C98, 1870932C91 through C94, 5010314R91 through R96, 5010580R91 and 5010581R91. Catalogs also list it under the MaxxForce DT name and date the turbo from 2003.
Low boost, a boost control or actuator fault code, a sticking vane mechanism, oil in the charge pipes or shaft play are the usual reasons this unit comes off. Soot in the vanes and a failed actuator give the same low power complaint, so check for exhaust leaks and a split charge air cooler before you condemn the turbo.
