This is the Bosch HP008X, a high-pressure oil pump (HPOP) remanufactured by Bosch, the original equipment maker of this pump. It is the 17 degree pump for the 1999.5 to 2003 Ford 7.3L Power Stroke in F-Series Super Duty trucks, the Excursion and E-Series vans, and for the International T444E from engine serial number 843,990 on. It replaces Ford F81Z-9A543-CRM and Navistar 1831449C91 and 2589446C91. The mounting gasket is included. The injection pressure regulator (IPR) valve is not.
The HPOP supplies the high-pressure engine oil that fires the HEUI injectors. A worn pump shows up as a long crank, an engine that will not restart hot but starts again once the oil cools, or low power with low injection control pressure. A leaking IPR valve, leaking injector O-rings or hoses and a low oil reservoir cause the same complaints, so rule those out first. Late 1999 engines went to larger injectors, and the pump went from a 15 degree to a 17 degree swash plate to feed them. The pumps for earlier engines are different part numbers.

By Navistar T444E serial number the catalogs put the break at 843,990: serial 661,895 to 843,989 is the HP007X. The IPR valve is not included. Move yours to the new pump with new O-rings, or fit a new one. These engines use quick-connect high-pressure hose fittings that seal on an O-ring, so check them for leaks while you are there. Use the mounting gasket supplied. HEUI injectors run on engine oil, so change the oil and filter, fill the high-pressure oil reservoir and prime the system before the first start.
