This is the Alliant Power AP63413, a new internal injector harness, the wiring that runs under the valve cover to the injectors. It replaces Ford F81Z9D930AB and International 1830844C93.
Alliant lists it for the 1998 to 2003 Ford 7.3L Power Stroke in the F-Series, Excursion and E-Series, and for the 1998 to 2003 International T444E.
Alliant says to use it with its AP0014 valve cover gasket kit. The harness is sold each.
