This is the Alliant Power AP90043, an HE300VG variable geometry turbocharger remanufactured by Alliant Power. Alliant Power lists it for the Cummins ISB 6.7L at the EPA 2017 emissions level (EPA17). It replaces Cummins turbocharger kit 6411490, which took over from 5604188, and Cummins 5605001, 5604945, 5354552 and 5354495. It is the turbo only: the electronic actuator is not included. A refundable core applies.
A turbo without the actuator makes sense when the turbo itself has failed (shaft play, oil in the charge pipes, a seized vane ring) and the actuator still tests good. The same turbo with the actuator fitted is Alliant Power AP90943, which uses actuator AP91004 (Cummins 6382091). Whichever actuator you fit has to be calibrated to the turbo with the engine maker’s service software, so plan for that.
